PDC Integrity Unit
The Government has been implementing the Anti-Corruption Programmes since 2004 through the implementation of the National Integrity Plan followed by the Government Transformation Plan and to date with the National Anti-Corruption Plan from 2019 to 2023. Based on the Service Circular No. 6 of 2013, the Government has decided that Integrity Unit should be established in all government departments as a focal point in managing the integrity issues in all public agencies. Initially, PDC has placed all integrity and anti-corruption programme under the Corporate Communications Division.
On December 10, 2018, YAB Tun Dr Mahathir Mohamed, the Prime Minister has released the Adequate Procedure Guidelines under subsection (5) of section 17A of the Malaysian Anti-Corruption Commission Act 2009 (Amendment 2018). The objective of these guidelines is to assist the commercial organizations to understand of how to implement adequate procedures to prevent corruption in their business activities. In 2019, an Integrity Unit Management guideline is issued aimed at clarifying the mechanism of implementation of the Integrity Unit and the responsibilities of the parties involved to ensure compliance with the Service Circular No. 6 Year 2013 (PP 6 Year 2013) while increasing the effectiveness of Integrity Unit implementation in each ministry, department and public agencies, whether at the Federal or State level. Further, some of the Prime Minister's Services Circulars and Directions were also issued from time to time.
To realize the vision and mission of the YAB Prime Minister to curb corruption and make Malaysia a country of integrity, PDC has established an Integrity Unit effective May 13, 2019. Based on the Service Circular No. 6 of 2013, the Integrity Unit is responsible for implementing five (5) core functions as follows:-
1. Governance
To ensure best governance is implemented;
2. Strengthening Integrity
To inculcate, institutionalize and cultivate integrity in the organization;
3. Detection and Verification

To Detect and verify complaints of misconduct and infringement conduct
and to ensure that appropriate follow-up actions are taken; and -
Report criminal behavior to responsible enforcement agencies.
4. Complaint Management
To receive and manage all complaints of misconduct in the organization;
5. Compliance
To ensure the compliance with applicable laws and regulations.
