Property owners are required to apply for consent from PDC before renting or selling land to third parties.
Approved applications are subjected to payment of APPROVAL FEE (as gazetted under Penang Land Rules) effective 21st of June 2018:-

	Sub Sale	SubLet
Operating Owner: Land purchaser who have BUILT and OPERATED on their land for a minimum period of 12 months(1 year), who wish to sub-let or sell their land/building due to shift of business conditions.	Island: RM10.00 psf Mainland: RM5.00 psf	5% on the amount of the total rental fees for the whole tenancy period
Non-Operating Owner: Land purchaser who sublet or sell WITHOUT OPERATING on land / building	Island: RM20.00 psf Mainland: RM10.00 psf	10% on the amount of the total rental fees for the whole tenancy period
