Penang State Government through PDC has created an initiative since 2009 called Skim Pinjaman Harapan (SPH) previously known as Projek Titian Saksama Rakyat (PTSR) with the purpose to assist in creating a system to provide additional capital to petty traders and small businesses . The main objectives of the programme are :

(i)   to offer additional capital to entrepreneurs;
(ii)  to inculcate saving culture; and
(iii) to create networking for entrepreneurs.

In making this programme a success, an allocation of RM11 million has been set aside. As at 31 December 2020, a total of 3,634 petty traders and small businesses have benefited from the scheme with a total disbursement of RM20.14 million.

The State Government will continue to intensify its effort in further promoting this programme for the benefit of the petty traders and small businesses.

A number of improvement have been made to help lighten the burden of our debtors. Some of them are:

(i)  Minimum amount for the first loan is increased from RM1,000.00 to RM3,000.00.
(ii) Service charge is reduced from 8% to 6%
(iii) Loan repayment period for the second and subsequent loans is extended from 3 to 4 years
