Good afternoon.

I am pleased to be present at the Penang i4.0 Seed Fund Recognition Day this afternoon. Our session today serves to celebrate another milestone in the achievements of the recipient companies while at the same time also signifies another chapter in the journey of these companies in maximising their full potential using the seed fund that is awarded to them.

On 10 March 2018, the Penang State Government established the Penang i4.0 Seed Fund with an allocation of USD 1 million. We want to create awareness and increase participation in the Industry 4.0 revolution and digital economy that is shaping our world today. The i4.0 Seed Fund provides funding for qualified high potential early stage technology start-ups and we hope that this fund can enhance the growth of Penang’s tech ecosystem.

I am pleased to note that in the first round, a total of 16 companies have been successfully awarded with the funding from the Penang i4.0 Seed Fund. The total amount awarded to these 16 recipient companies today involves an allocation of RM1.67 million. These companies are involved in a wide range of business activities that includes health assistance software, e-commerce and inventory systems, membership platform, tech design, job matching, backend support services, drive-thru services, monetisation assistance for gamers and combinations of IoT, sensors and tracking systems.

The quantum breakdown provided is as follows: a total of 9 companies were awarded RM50,000 while another 7 companies are awarded with a quantum of more than RM50,000.

I wish to congratulate these 16 recipient companies, and hope that this funding will catalyse their growth, providing greater dynamics to scalability of business and they will be able to reach their target customers better.

It is also important to keep in mind that this funding is a mean to an end and is not the end itself. It marks another milestone in the journey of each of your company and the Evaluation Committee and secretariat will work closely with you to achieve the defined milestones. Relevant mentorship and linkages will also be facilitated from time to time.

I was also informed that the Stream #2 application was closed two weeks ago, and a total 114 applications were received. Their applications will be evaluated and shortlisting for pitching will be made soon. The recipients for the Stream #2 and future streams will serve as friendly competitors to each of you in your respective fields, and we hope that this friendly competition will energise more innovation to take place.

Penang has come a long way in facilitating and developing the start-up ecosystem. This October will mark the third anniversary of the launch of this RM23 million @CAT Penang Wisma Yeap Chor Ee, which we launched on 10 October 2015. Since its inception, @CAT Penang has served as Penang’s catalyst in accelerating emerging tech start-ups & entrepreneurs to gain access to our co-working space & shared facilities, tech community events and entrepreneurship development programs. An accumulative total of 1,700 co-working space applications were approved from Oct 2015 – July 2018 and over 250 tech community events & entrepreneurship development programs combined were held at @CAT Penang. As for the talent supply for start-up companies are concerned, long term e-commerce and coding workshops will continue to be conducted, aimed at providing job opportunities to the local tech and non-tech community in learning programming and improving career marketability.

Moving forward, we will also launch the ‘Penang Innovation Platform’ by end of this year. This platform is a crowd-sourcing platform that will connect problem owners and problem solvers, enabling enterprises, government agencies and multinational corporations with business challenges to develop innovative solutions by collaborating with start-up companies with technology expertise in different fields.

Today, we mark another milestone by awarding the first batch of Penang i4.0 Seed Fund recipients and I wish to once again congratulate all the 16 recipient companies. We look forward to your success and long-term growth.

Ladies and gentlemen.

Good morning. I am pleased to be here today for the tenancy signing ceremony between Penang Development Corporation (PDC) and Togun Malaysia Sdn Bhd as well as Lleap Sdn Bhd. These 2 new tenants at our Penang SME Centre, Bayan Lepas Industrial Park further exemplify Penang’s effort to support growth of SMEs in the state via the provision of conducive enterprise space with international-class infrastructure. I am also delighted to share a new incentive programme for the Penang SME Centre designed specifically to assist SMEs, particularly younger companies at the initial stage, eager to move up the value chain.

Robust investment performance driven by domestic and foreign investment

In the recently published Malaysia Investment Performance Report 2017, MIDA (Malaysian Investment Development Authority) announced that Penang is the second top recipient of total manufacturing investment among states valued at RM10.8 billion, which is 151% higher than 2016. Our robust investment performance have also been led by the domestic investment growth, driven in part by the local small and medium enterprises. Domestic investment is valued at RM2.3 billion, which is a growth of 84% compared to 2016.

In the same report, it was also announced that Penang came out first among the states in total approved manufacturing FDI (Foreign Direct Investment) at RM8.5 billion – a significant increase of 180% from the year before. Penang is amongst the only 3 states in Malaysia which recorded growth in all 3 sectors of domestic, foreign and total approved manufacturing investments for 2017. BBC has also predicted that Penang will be the next Silicon Valley of the East. BBC praises Penang's ecosystem as conducive to local entrepreneurs to venture into tech-related sectors – demonstrated by the solid presence of over 3,000 SMEs to support approximately 300 MNCs in the State.

Togun Malaysia Sdn Bhd and Lleap Sdn Bhd – To be Made and Powered in Penang

Today, we are delighted to welcome both Togun Malaysia Sdn Bhd and Lleap Sdn Bhd to Penang SME Centre. Togun Malaysia produces hydrogen infused drinking water to clients in domestic and international markets.

Lleap Sdn Bhd on the other hand, is an IT company offering a unique e-Post system – a cloud mail solution for single or large document volumes. Their business model works on tapping into the 24/7 access to a worldwide network of postal services coupled with zero requirement for software as well as hardware investments by its clients.

Both Togun and Lleap will be contributing to a combined investment value of approximately RM6 million and over 45 job opportunities. While we take immense pride in our ability to attract high volume of FDI, it is equally important for the State to have a sturdy and varied network of SMEs.

To support our SMEs in moving up the value chain in tandem with global technology and business trends, the Penang State Government has adopted a 3-pronged approach for SME development in the State. The RM26 million Penang SME Centre offering subsidized rental rates is one of the core incentives together with the free SME Market Advisory Resource and Training (SMART) Centre, and the proposed investment value by the companies are RM257 million at SME Villages comprising 150 acres for sale to SMEs.

New Incentive for Penang SME Centre

Penang State Government and PDC have approved another support programme for SMEs. The Penang SME Centre will further incentivise local SMEs with 50% rental discount for rental of unfurnished unit in the centre throughout the first 6 months of their tenancy, with the condition that the tenancy is signed between 1 January 2018 to 30 June 2018.

The incentive is only applicable for local companies and the eligible recipient is required to sign a 3-year tenancy. It is a very attractive proposition considering the fact that rental rates at Penang SME Centre are already subsidised and the building is equipped with internationally benchmarked facilities.

We would like to encourage eligible and interested companies to make full use of this opportunity in establishing or growing their operations here in Penang. Congratulations to Togun and Lleap, the pioneer recipients of this incentive programme!

Closing Remarks

Penang State Government offers amongst the best incentives to SMEs in the country such as SMART Centre, RM26 million to SME Centres, 150 acres to SME Village and now the 50% rental discount. I am confident that our state agencies such as investPenang and Penang Development Corporation will continue to play their role to facilitate and provide assistance to SMEs so that SMEs can continue to be the backbone of our manufacturing industry.

Salam Bersih, Salam Harapan dan Selamat Datang ke Majlis Rumah Terbuka Sambutan Perayaan Tahun Baru Cina anjuran PDC.

Setiap perayaan mengajar kita tentang kepentingan perpaduan dan mengeratkan silaturahim tanpa mengira kaum dan agama. Dan inilah yang dapat kita capai melalui perayaan yang diraikan pada hari ini.

Kerajaan Negeri telah mempromosikan Pulau Pinang sebagai negeri keusahawanan dan kebajikan dan kita telah berjaya meningkatkan pertumbuhan ekonomi, berdasarkan tadbir urus yang baik dengan prinsip CAT (Cekap, Akauntabiliti dan Telus).

Melalui kerjasama 4P Partnership yang melibatkan sektor Public (Awam), Private (Swasta), People (Rakyat) & Profesional, Pulau Pinang telah banyak memberi transformasi/ perkembangan yang utama.

Kita telah melihat perubahan ikon Pulau Pinang di Komtar yang dahulunya usang dan terbiar tetapi menerusi The Top@Komtar dengan pelaburan swasta sebanyak RM200 juta, kini Komtar telah berubah wajah.

Satu lagi tarikan antarabangsa ialah Taman Tema Escape di Pulau Pinang, yang kini menjadi taman tema No. 1 di Malaysia, menurut TripAdvisor. Kesemua pelaburan swasta ini disebabkan wujudnya keyakinan mantap ke atas kemampuan Kerajaan Negeri Pulau Pinang mentadbir negeri ini.

Kerajaan Negeri juga telah melabur RM75 juta untuk menubuhkan Pulau Pinang sebagai pusat kecemerlangan bagi sains dan teknologi termasuk projek-projek seperti perpustakaan digital pertama – yang dibuka 24 jam sehari di Malaysia, kelas koding (coding classes) dan Kelas Vokasional Jerman yang terbaik di dunia.

Baru-baru ini, BBC telah menyatakan bahawa Pulau Pinang adalah ‘Asia’s Silicon Valley’ dengan menyebut bahawa Pulau Pinang ‘is punching well above its weight in the tech world through hardware manufacturing’.

MIDA juga telah mengumumkan Pulau Pinang sebagai penerima pelaburan kedua terbesar yang diluluskan pada sembilan (9) bulan pertama tahun 2017 sebanyak RM9.9 bilion berbanding RM4.3 bilion untuk keseluruhan tahun 2016 iaitu kenaikan sebanyak 130%.

PDC akan meneruskan Tanggungjawab Sosial Korporatnya dalam menyediakan Rumah Awam dan Mampu Milik untuk rakyat menerusi tabung RM500 juta yang didirikan oleh Kerajaan Negeri.

Projek-projek PDC iaitu Bandar Cassia AHS Fasa 1 telah siap dibina dan dijangka Sijil Perakuan Siap dan Pematuhan (CCC) akan diperolehi pada suku pertama tahun ini, diikuti dengan Jiran Residensi di Kampung Jawa menjelang hujung tahun 2018 dan Dua Residensi di Teluk Kumbar menjelang suku pertama 2019.

Dalam mensyukuri segala nikmat, kita juga tidak lupa akan orang yang kurang bernasib baik dan memberi sokongan kepada mereka untuk mewujudkan masyarakat yang lebih prihatin, baik dan damai dengan menjalankan Tanggungjawab Sosial Korporat.

Dengan ini saya merasmikan Ruah Terbuka Sambutan Tahun Baru Cina PDC 2018.

Good morning. I am pleased to be present today at the signing ceremony of SPA between JLL Malaysia Sdn Bhd and Penang Development Corporation (PDC). Continuing the momentum of robust investment and sustained economic growth in Penang, we are pleased to welcome JLL Malaysia Sdn Bhd. Its parent company is Japan Lifeline, a Japan-headquartered leading manufacturer of medical devices specialized in the cardiovascular field.

Penang - A Preferred Hub for Investment
Penang is the second top recipient of approved manufacturing investment in the first nine months of 2017 valued at RM9.9 billion, which is way ahead of RM4.3 billion recorded for the whole of 2016. In the corresponding period, Penang also attracted the largest FDI among states in Malaysia, valued at RM8 billion. From 2008-June 2017, Japanese investors are the third largest manufacturing FDI contributor to Penang with investment value of RM5.33 billion after USA and EU. This also signifies that Japan is Penang’s largest Asian region FDI contributor. Japanese investment into Penang also has a long history where two of Penang’s ‘8 Samurai’ pioneer investors originating from Japan. Both companies Hitachi, which now operates as Renases, and Clarion, are still operating here in Penang.

Penang continues to lead in the investment of E&E sector, and our diversification into fast growing sectors such as medical devices have continued to strengthen Penang’s value proposition to investors. Penang is home to 1/3 of medical devices companies in Malaysia and Penang also accounted for 1/3 of the total value of medical devices export from Malaysia (RM17.8 billion in 2016).

Japan Lifeline in Penang
We are proud to announce that JLL Malaysia Sdn Bhd will be making a total investment of about RM70 million in North Penang Science Park. This is the first time Japan Lifeline is building their factory outside Japan. This will create 50 high income jobs in the specialized medical device manufacturing at its initial stage. Construction is expected to be completed by Q4 2019, and we expect to see JLL starting their operations by early 2020.

JLL will be manufacturing and exporting medical devices for cardiovascular diseases. Exports will be mainly to the Japanese market. I understand that the company also has targets for future expansion and plans to expand its exports to the global market. In 2017, the Association of Malaysian Medical Industries estimated an export growth of 12% valued at RM17.74 billion, and we expect Japan Lifeline to contribute positively to Malaysia’s medical device export growth. Being in the medical device industry, which is more resilient even in the challenging economic landscape, we foresee a more diversified and stronger base for Penang’s economy. Furthermore, with the presence of medical devices companies like JLL, Penang is also proud to be part of the global medical devices manufacturing, delivering high quality products to patients worldwide.

JLL’s presence in Penang is also a testament that Penang continues to gain the confidence of foreign investors, especially those from Japan. I also understand from JLL that Texchem Resources Berhad, a Japanese-led conglomerate listed in Bursa Malaysia, has facilitated their smooth investment in Penang. On behalf of the State, I wish to extend my appreciation to Texchem Resources for their support. This also reflects the confidence of existing investors in the future of Penang.

Closing Remark
Penang as an entrepreneurial state continues to be a destination of choice for investments. I wish to once again welcome JLL and look forward for the continued growth of the company in Penang. The State Government through agencies such as InvestPenang and Penang Development Corporation will continue to facilitate, promote and further support the growth and development of the industry.

Saya ingin mengucapkan Selamat Datang kepada anda semua untuk satu lagi peristiwa yang amat bermakna untuk menyaksikan Majlis Menandatangani Surat Perjanjian Jual Beli Antara PDC dengan pembeli-pembeli Skim Perumahan Mampu Milik, Jiran Residensi, Kampung Jawa, Butterworth.

Acara hari ini menandakan satu daripada beberapa pelancaran Skim Perumahan Mampu Milik dan Rumah Awam oleh Kerajaan Negeri di kawasan pulau dan juga di kawasan Seberang, selaras dengan moto Kerajaan Negeri "Satu Rumah, Satu Keluarga".

Kerajaan Negeri Pulau Pinang telah memulakan program Skim Perumahan Mampu Milik dan Rumah Awam dengan menyediakan tabung paling besar oleh Kerajaan Negeri di Malaysia sebanyak RM500 juta bagi pembeli kali pertama yang berasal dari Pulau Pinang. Inisiatif Kerajaan Negeri ini terbukti di mana satu majlis menandatangani perjanjian jual beli untuk perumahan mampu milik Dua Residensi, Teluk Kumbar Pulau Pinang telah diadakan pada 3 Oktober 2017 dan setakat ini (8 Februari 2018) sebanyak 254 orang pembeli telah membeli projek perumahan mampu milik Dua Residensi, Teluk Kumbar dan diikuti dengan satu lagi berita baik bahawa Sijil Perakuan Siap Dan Pematuhan (CCC) untuk perumahan mampu milik yang pertama iaitu di Bandar Cassia, Batu Kawan akan diperolehi tidak lama lagi.

Projek Jiran Residensi AHS di Kampung Jawa, Butterworth yang mana akan menyediakan 707 unit terdiri daripada 354 unit Kos Sederhana (MC) dan 353 unit Kos Sederhana Rendah (LMC) dibina di atas tanah seluas 8.84 ekar dengan kepadatan 80 unit bagi setiap ekar, dengan ruangan terbuka sebanyak 2.43 ekar.

Projek ini dibiayai sepenuhnya oleh Kerajaan Negeri dan dilaksanakan oleh PDC selaku Pengurus Projek, yang terlibat dalam reka bentuk, panggilan tender, pemantauan kemajuan kerja, pemasaran & jualan dan lain-lain.

Kos pembangunan adalah RM121.4 juta dan melalui tender terbuka, projek ini telah diberikan kepada Rekabina Utara Sdn Bhd mengikut prinsip CAT. Projek ini bermula pada 17 November 2014 dan tarikh siap dijangka pada Jun 2018. Kemajuan tapak semasa adalah 92%. Sijil Perakuan Siap dan Pematuhan (CCC) akan diperolehi pada suku keempat 2018.

Komponen pembangunan untuk Jiran Residensi, Kampung Jawa, Butterworth terdiri daripada: -

1 blok bangunan yang terdiri daripada dua (2) menara untuk jumlah 707 unit:

Menara A - Kos Sederhana 35 tingkat (354 unit)
-1000 kaki persegi - 204 unit @ RM250, 000) Peruntukan 1 tempat letak kereta untuk setiap unit
-850 kaki persegi - 150 unit @ RM200, 000) peruntukan 1 tempat letak kereta untuk setiap unit

Menara B - 25 tingkat Kos Sederhana Rendah (353 unit)
700 sf - 353 unit @ RM72, 500

- Tempat letak kereta Podium 4 tingkat
- 15 unit kedai / pejabat 3 tingkat
- 1 unit dewan serbaguna
- Penaiktarafan 1 unit surau

Kemudahan lain dalam kawasan pembangunan termasuk pondok pengawal keselamatan, ruang komuniti/rekreasi, kad akses, taman permainan dan pusat pengumpulan sampah.

Perumahan mampu milik Jiran Residensi, Kampung Jawa, Butterworth akan menjadi pemangkin bagi pertumbuhan ekonomi di Butterworth dan kawasan sekitar di Seberang Perai.

Ini adalah selaras dengan aspirasi Kerajaan Negeri untuk meyediakan pembangunan yang seimbang di Pulau Pinang. Daripada RM3.1 bilion yang dibelanjakan untuk kerja-kerja infrastruktur sejak tahun 2008, RM2.3 bilion atau 77% telah dibelanjakan di Seberang Perai untuk pembangunan yang seimbang.

Ini membuktikan bahawa Kerajaan Negeri Pakatan Harapan adalah kerajaan yang progresif dan berorientasikan komuniti yang telah banyak menyumbang kepada penyediaan perumahan yang mampu milik yang sentiasa menjadi agenda utama bagi Kerajaan Negeri.

Akan tetapi, inisiatif Kerajaan Negeri Pulau Pinang di dalam pembekalan perumahan mampu milik dalam lingkungan harga RM42,000 sehingga RM300,000 ini tidak akan dapat dinikmati oleh warga Negeri Pulau Pinang sekiranya mereka tidak memperolehi pinjaman daripada pihak bank.

Sebagai contoh, untuk Projek Perumahan Mampu Milik Suria, Bandar Cassia yang dibangunkan oleh Kerajaan Negeri Pulau Pinang melalui PDC, daripada 520 unit perumahan mampu milik yang dibangunkan, Jawatankuasa Pembersihan dan Peningkatan Mutu Proses Pemilihan Perumahan (Selection Process Enhancement Committee - SPEC) telah menawarkan unit-unit kepada 1,065 pemohon. Namun daripada jumlah tersebut, hanya 320 pemohon sahaja, atau 30% daripada jumlah tawaran yang dikeluarkan oleh Bahagian Perumahan sahaja yang berjaya mendapatkan pinjaman dan menandatangani Perjanjian Jual Beli.

Bagi mengatasi masalah tersebut, satu Usul Bersama di antara Kerajaan Negeri Pulau Pinang dan Pembangkang Negeri Pulau Pinang juga telah dipersetujui dan ditandatangani pada 22 Februari 2017 untuk menggesa Kerajaan Persekutuan dan Bank Negara Malaysia untuk menangani permasalahan kadar penolakan pinjaman perumahan yang tinggi ini. Namun sehingga kini tiada mesyuarat atau perbincangan telah diaturkan bagi menyelesaikan masalah tersebut.

Baru-baru ini, YB Jagdeep Singh Deo selaku EXCO Perumahan telah mengutuskan surat kepada Gabenor Bank Negara Malaysia, Yang Berbahagia Tan Sri Muhammad bin Ibrahim agar satu perbincangan dapat diadakan segera untuk membincangkan perkara ini. Masalah kadar penolakan pinjaman perumahan yang tinggi khususnya di kalangan pembeli perumahan mampu milik pertama perlu ditangani dengan segera agar warga Negeri Pulau Pinang dapat benar-benar mengakses unit-unit perumahan mampu milik yang dibekalkan oleh Kerajaan Negeri Pulau Pinang ini.

Dengan kata-kata dan harapan positif ini, saya merasmikan Majlis Menandatangani Surat Perjanjian Jual Beli antara PDC dan pembeli-pembeli Jiran Residensi, Kampung Jawa, Butterworth.

Saya berasa amat berbesar hati kerana dapat bersama-sama berhimpun dengan penduduk kampung pada pagi ini untuk Majlis Pecah Tanah Projek Perumahan Mampu Milik Kerajaan Negeri Pulau Pinang (Pembangunan Kampung Tersusun Yang Mengandungi 41 Unit Rumah Teres 1-Tingkat, Sebuah Pencawang TNB, Sebuah Depo Sampah Di Atas Sebahagian Lot 680 (Kampung Kepala Gajah), Lorong Sejahtera Rakyat, Mukim 1, Seberang Perai Selatan,Pulau Pinang)

Projek ini menandakan satu lagi peristiwa penting dalam pertumbuhan dan kemajuan Pulau Pinang untuk pembangunan infrastruktur dan kemudahan. Pembangunan ini sekali lagi menandakan komitmen Kerajaan Negeri untuk pembangunan seimbang di Seberang Perai.

Sejak tahun 2008 hingga 2016, sebanyak 77% daripada keseluruhan Peruntukan Pembangunan Negeri, Perbadanan Bekalan Air Pulau Pinang (PBAPP) dan Perbadanan Pembangunan Negeri Pulau Pinang (PDC) telah dibelanjakan untuk pembangunan kawasan Seberang Perai. Daripada keseluruhan peruntukan sebanyak RM3,077,152,950.39, sebanyak RM2,379,145,953.56 atau 77% daripada jumlah tersebut adalah untuk pembangunan kawasan Seberang Perai.

Pelancaran Projek Perumahan Mampu Milik ini akan menandakan satu lagi ‘game changer’ dalam meningkatkan taraf sosial ekonomi dan taraf hidup penduduk di sini. Objektif projek ini adalah untuk mentransformasikan Kampung Kepala Gajah kepada perkampungan yang lebih meriah dan moden.

Cadangan pembangunan perumahan mampu milik Kerajaan Negeri di Kampung Kepala Gajah akan merangkumi komponen berikut :-

• 41 unit rumah teres 1-tingkat dengan keluasan 700 kaki persegi setiap unit
• Sebuah pencawang TNB
• Sebuah depo sampah

Pembangunan projek ini melibatkan seluas 3.52 ekar tanah dan kepadatan seekar ialah 32 unit/ekar.

Projek ini dibangunkan oleh Perbadanan Pembangunan Pulau Pinang (PDC), yang merupakan agensi pembangunan utama Kerajaan Negeri dan bertanggungjawab sebagai pengurus projek. PDC bertanggungjawab untuk memanggil tender, reka bentuk dan seterusnya memantau kerja-kerja pembinaan. Jumlah Kos Pembinaan (Total Construction Cost) adalah RM4,449,880 dan Kos Pembangunan Kasar (Gross Development Cost) adalah RM5,500,000. Kos projek ini dibiayai sepenuhnya oleh Kerajaan Negeri.

Projek ini telah diberikan kepada DV Engineering Sdn Bhd melalui tender terbuka, selaras dengan prinsip CAT (Cekap, Akauntabiliti & Telus). Projek ini bermula pada 25 Oktober 2017 dan dijangka siap pada 24 April 2019 (18 bulan). Kemajuan tapak semasa adalah 12.8%, manakala mengikut jadual adalah 10.7% dengan kemajuan sebanyak 2.1% (bersamaan 11 hari).

Saya dengan sukacitanya ingin memaklumkan bahawa Kerajaan Negeri akan terus memfokuskan pembangunan di Seberang Perai dan juga kebajikan rakyat di kawasan Seberang seperti mana yang dapat dilihat dalam projek penempatan semula baru-baru ini di mana 76 unit rumah kluster kos rendah akan dibina untuk penempatan semula Penduduk Ladang Byram. Komponen bangunan lain termasuk sekolah, kuil Hindu dan padang bola sepak.

Saya juga ingin mengucapkan terima kasih kepada Perbadanan Pembangunan Pulau Pinang (PDC) atas kerja-kerja yang proaktif dan komitmen yang diberikan dalam membantu Kerajaan Negeri untuk merealisasikan projek ini untuk rakyat Seberang Perai.

Saya berasa amat berbangga dan bersyukur kerana pada hari yang penuh bermakna ini, kita sama-sama berhimpun di sini untuk menjayakan Majlis Penyerahan Rasmi Penyiapan Kerja-kerja Penggantian Lif di enam (6) buah blok (348, 352, 354, 358, 360 & 362), Gat Lebuh Macallum dan juga kerja-kerja penaiktarafan lif di 5 blok Pangsapuri Pelangi (3, 5, 7, 9 & 11), Lintang Macallum 2, Pulau Pinang.

Kerja-kerja penggantian lif di 6 blok ini merupakan suatu projek pembaikan kritikal di mana penggantian lif yang pertama kali ini telah dilaksanakan sepenuhnya oleh PDC melalui kaedah perkongsian kos di antara PDC dan pemilik-pemilik unit melalui Perbadanan Pengurusan (MC) Blok masing-masing di Gat Lebuh Macallum. Saya ingin mengucapkan syabas kepada kesemua pihak yang telah bekerjasama untuk memastikan inisiatif ini dapat direalisasikan.

Jumlah kos keseluruhan untuk kerja-kerja penggantian lif bagi keenam-enam blok ini adalah berjumlah RM3,563,700 di mana PDC telah menanggung kos sebanyak RM3,144,965, manakala bakinya telah dikongsi antara pemilik petak melalui enam (6) Perbadanan Pengurusan (MC) yang berjumlah sebanyak RM418,735.

Kerja-kerja penggantian lif di blok-blok 348, 352, 354, 358 dan 360 telah dijalankan oleh Shinyou Elevator Mfg Sdn Bhd. Manakala bagi blok 362, kerja-kerja penggantian lif telah dijalankan oleh Nippon Elevator Sdn Bhd. Kerja-kerja ini telah dilaksanakan secara berperingkat mulai 13 September 2016 dan telah siap sepenuhnya untuk semua lif berkenaan pada 20 November 2017.

Seperti mana yang semua sedia maklum, bangunan 6 blok Gat Lebuh Pangsapuri ini adalah pangsapuri kategori kos sederhana yang dibina oleh PDC pada tahun 1986 dan merupakan bangunan 22 tingkat dan mempunyai jumlah keseluruhan 1008 unit kediaman. Sebagai pematuhan kepada kehendak Akta Hakmilik Strata 1985, blok-blok ini telah diserahkan oleh PDC kepada Perbadanan Pengurusan (MC) untuk pengurusan dan penyelenggaraan masing-masing pada tahun 2002.

Selain daripada itu, PDC juga telah menjalankan kerja-kerja penaiktarafan lif di 5 buah blok di Pangsapuri Pelangi, Gat Lebuh Macallum. Jumlah kos keseluruhan yang terlibat untuk kerja-kerja berkenaan adalah berjumlah sebanyak RM1,025,000. Kerja-kerja ini telah bermula pada 2 Julai 2014 dan telah siap sepenuhnya pada 2 November 2015 melalui kontraktor yang dilantik oleh PDC iaitu MS Elevator Engineering Sdn Bhd. Kerja-kerja penaiktarafan lif ini melibatkan kerja-kerja “modernization”, pengujian dan pentauliahan semula unit lif yang terlibat.

Jumlah keseluruhan yang ditanggung oleh PDC bagi kedua-dua kerja penggantian dan penaiktarafan lif adalah sebanyak RM4,169,965.

Akhir kata, saya dengan ini merasmikan penyerahan penyiapan kerja-kerja penggantian lif di enam (6) buah blok iaitu Blok 348,352, 354, 358, 360 dan 362), dan kerja-kerja penaiktarafan lif di Blok 3, 5, 7, 9 & 11, Pangsapuri Taman Pelangi, Lintang Macallum 2, Pulau Pinang.

Good afternoon. I am glad to attend PDC Telecommunication Services’ relaunching of its website with the Mission Statement & Tagline “ Integrating Data to Future-Proof Tomorrow”.

We aspire to make Penang a preferred destination for tourism, investment and quality living. To achieve this, Penang has to be a smart city that is digitally connected.

Penang is a world-class hub to numerous international and domestic investments, especially in the electronics and medical devices sector. With a world-class infrastructure, excellent professional services, quality local suppliers and good governance, focused on STEM education to build more human talents, there will be more stimulus for new investments and reinvestments in Penang.

BBC in its yesterday news quoted that “Penang is Asia’s Silicon Valleys” by mentioning that Penang is punching well above its weight in the tech world through hardware manufacturing. Equating Penang to the way Silicon Valley developed, local engineers from big tech manufacturers are leaving to strike out on their own, creating a growing ecosystem for tech start-ups.

A critical component for the continued and sustained success of Penang is embracing Industry 4.0 including Big Data Analytics, Artificial Intelligence, Robotics, Fintech, Machine Learning, Cloud Computing and Internet of Things (IOT). We also seek convergence in the public, manufacturing and services sector to enable us to partake in the 4th Industrial Revolution.

The state government has invested RM 75million to establish Penang as a centre of excellence for science and technology including projects such as RM10.8 million for expansion of Penang Digital Library (II), the only 24hr library in Malaysia, to be ready by end 2018. This is on top of the RM20 million spent for Penang Science Cluster, RM28 million on Penang Tech Dome, RM 2 million for coding class, RM6 million on Karpal Singh Learning Centre teaching STEM but also the RM6 million German Dual Vocational Training (GDVT) – the first German learning whilst working curriculum.

There is a need to adapt to Industry 4.0 by mastering STEM subjects of Science Technology Engineering and Mathematics. The Penang State Government is investing RM 6 million over 3 years to bring free coding classes to 120,000 primary and secondary school students.

Artificial Intelligence (AI) is an important component, especially machine learning in our data driven world. Machine learning is the branch of AI that is most relevant because computers sift through data to recognize patterns and make predictions without being explicitly programmed do so.

Recently, Penang has also launched the implementation of an innovative dengue dynamic surveillance system, relying on AI and machine learning to provide real-time prediction and data analytics on exact geo-locations and timing of the next dengue outbreak. Preventive action is then taken against these predicted dengue outbreak sites under the CAT or Crush Aedes Totally initiative. Using AI predictive analytics, this CAT initiative hopes to reduce the number of dengue deaths in Penang.

PDC Telecommunication Services is working on the Penang Digital Transformation Plan which will ready by 2018. It will be a roadmap that will bring Penang to a new social-economic level, transforming industries with technology adoption. Embracing this plan will bring forth an abundance of opportunities to Penang, thus making it more competitive in the international market.

The Digital Transformation Plan will incorporate changes associated with the application of digital technology in all aspects of human society. The transformation stage will involve digital usages essentially enabled in new types of innovations and creativity in a particular domain, rather than merely enhancing and supporting traditional methods.

Apart from that, I am proud that PDC Telecommunication Services has made great progress on a state-wide fibre-optics-based Next Generation Network to further enhance the information and communications infrastructure here. Penang will see upgrades in telecommunications infrastructure with maximum coverage, carrier-grade service and Big Data bandwidth that all world-class investors expect of an International City.

With the efforts made today, we will see a Penang ready for the telecommunication challenges brought forth in the future. A future-proof Penang and to fulfil PDC Telecommunication Services’ Vision of “ Making Penang A Smart City With A Digitally Connected Community”.

Good afternoon. I am pleased to be present today at the signing ceremony of the tenancy agreement at Mayang Mall between Jabil Sdn Bhd (Jabil Global Business Centre (GBC)) and Penang Development Corporation (PDC). Continuing the momentum of robust investment and sustained economic growth in Penang, we are pleased to welcome the Global Business Centre of Jabil, the world’s third largest electronic manufacturing services provider, to GBS@Mayang, PDC’s new premier office landmark.

Penang’s Dynamic Investment and Economic Performance
Penang continues to achieve sustained economic growth. We achieved GDP growth of 5.6% in 2016, outperforming the national GDP of 4.2%. In 2017, Penang is expected to exceed 6% GDP growth. In 2016, Penang also recorded the second largest investments for Global Establishments for Services or ‘Principal Hub’ with an investment value of RM4.1 billion, after Kuala Lumpur. More recently, MIDA announced Penang as the second top recipient of approved manufacturing investment in first nine months of 2017 valued at RM9.9 billion. Penang’s RM9.9 billion investment record was significant in two ways:
1. The third quarter results is already ahead of the RM 4.3 billion manufacturing investment recorded for the whole of 2016.
2. Penang attracted the largest FDI in Malaysia with a record of RM8 billion in the first nine months of 2017.

Jabil Global Business Centre – Among the Largest GBS in Penang
We are proud to announce that Jabil will be expanding and consolidating their Global Business Centre to GBS@Mayang in May 2018, occupying 2 floors covering over 72,700 square feet, making Jabil the single largest major tenant at GBS@Mayang. Jabil GBC currently employs 850 employees making it among the largest GBS in Penang (by headcount number), from 200 during the GBC’s beginning in 2009. I am also pleased to note that Jabil GBC is planning to grow its headcount to 1,000 employees in high value jobs within the next 2-3 years.
Jabil's investment in Penang will create more high-income jobs in high tech professional fields that will promote Penang and Malaysia’s development through exposure to new technologies and human capital development. As the State has emphasized, “while data is king, talent is everything”. Investment is driven to Penang because of our investment in human capital by the state government and also MNCs like Jabil providing further knowledge and skillsets to upgrade our talent.

The investments by US MNCs such as Jabil will definitely strengthen US FDI presence in Penang where currently US investors are the largest FDI contributors into Penang with about 25% of total manufacturing FDI. From 2008-June 2017, US MIDA approved manufacturing FDI in Penang was valued at RM14.2 billion. In MIDA’s statement on Malaysia’s investment performance for first nine months of 2017, MIDA also highlighted that 70.4% of foreign investments in the manufacturing sector involved expansion or diversification by renowned existing investors. Jabil’s expansion today exemplifies this trend highlighted by MIDA. Jabil Penang was incorporated in 1995, now occupies close to one million sq. ft. combined of several facilities in Bayan Lepas, and today they added another 72,700 sq ft at GBS@Mayang today.

Jabil GBC in Penang provides a holistic range of services including IT, finance and supply chain management. The capabilities in Jabil GBC will be enhanced with the Robotic Process Automation (RPA), Intelligent Digital Supply Chain, development of Internet of Things (IOT) technologies and automation for Jabil’s plants and talent enhancement program in data analysis – the Data Scientist Program.

As a business-friendly and progressive state, Penang responded to the needs of investors for premium MSC-designated office space. Last year, on April 7th, I announced the launch of GBS@Mayang – a transformation of the former Mayang Mall into a premier GBS business centre in line with MDeC’s MSC Malaysia Cybercentre standards. I wish to congratulate PDC and investPenang in ensuring the successful upgrading of GBS@Mayang.

We are excited with Jabil’s expansion in GBS@Mayang, and I am also excited that several more marquee names are already/will be operating in this building – providing high value knowledge-based jobs in Penang. The high occupancy rates of many premier office towers in Penang of between 86%-100% as reported by Knight Frank 2016 Real Estate Highlights also reflects on the robust GBS and business activities taking place in the state.

Closing Remark

Penang as an entrepreneurial state continues to be a destination of choice for investments – in the twin growth sectors of manufacturing and services. We will continue to work hard to promote good governance and build up human talent. I wish to once again welcome Jabil to GBS@Mayang and look forward for the continued growth of the company in Penang.
