As some of the land will not be developed in the immediate future, licence can be issued to prospective licensee to use the vacant land for suitable purposes on a short-term basis (less than 3 years).

Application is subject to PDC approval based on suitability of land use and location. The licence rate is RM0.40 – RM0.50 per square foot on the Penang island and RM0.20 – RM0.40 per square foot in Seberang Perai, subject to a minimum licence rate of RM1,500.00 per month per site.

The whole 150 acres earmarked for Batu Kawan SME Village will be developed in phases. Phase 1, 2 and 3 have been completed and PDC is currently embarked into Phase 4A which consist of 20 semi-detached factory units. The construction work commenced in October 2017 and expected completion in 1st quarter of 2019.
